Fukushima 4 Still a Threat to Humanity on a Global Scale

Though the mainstream media has long since abandoned the issue, the precarious situation at the Fukushima Daiichi nuclear power facility in Japan is only continuing to worsen, according to a prominent Japanese official. During a recent interview, Mitsuhei Murata, the former Japanese Ambassador to both Switzerland and Senegal, explained that the ground beneath the plant’s Unit 4 is gradually sinking, and that the entire structure is very likely on the verge of complete collapse.
This is highly concerning, as Unit 4 currently holds more than 1,500 spent nuclear fuel rods, and a collective 37 million curies of deadly radiation that, if released, could make much of the world completely uninhabitable. As some Natural News readers will recall, Unit 4 contains the infamous elevated cooling pool that was severely damaged following the catastrophic earthquake and tsunami that struck on March 11, 2011.
According to the Secretary of former Japanese Prime Minister Naoto Kan, the ground beneath Unit 4 has already sunk by about 31.5 inches since the disaster, and this sinking has taken place unevenly. If the ground continues to sink, which it is expected to, or if another earthquake of even as low as a magnitude six occurs in the region, the entire structure could collapse, which would fully drain the cooling pool and cause a catastrophic meltdown.
“If Unit 4 collapses, the worse case scenario will be a meltdown, and a resultant fire in the atmosphere. That will be the most unprecedented crisis that man has ever experienced. Nobody will be able to approach the plants … as all will have melted down and caused a big fire,” said Murata during the interview. “Many scientists say if Unit 4 collapses, not only will Japan lie in ruin, but the entire world will also face serious damages.”
Because there are 31 nuclear units of a similar type to Unit 4 in the U.S., the American government has been downplaying the disaster to protect its own reputation, alleges Murata. This is, in fact, the primary reason why so little has been reported on the severity of Fukushima following the disaster. The American empire, in other words, does not want the world, nor the American people, to know that there is the possibility of literally dozens of Fukushima situations occurring on American soil, should the right disaster situations arise.

The Greatest Singular Threat We Face Today is The Spent Fuel Pool at Fukushima Daiichi

It was only yesterday that I was explaining to my mother, that the greatest global threat facing us today, is not the posturing of America/Israel/Iran and any subsequent fallout which might occur from that testament to mankind's inanity. But rather our biggest threat is the Fukushima Daiichi nuclear installation; more specifically, the spent fuel pool above the number 4 reactor.

The result of this little chat with Ma'ma, was to remind me that it was time once again to check the latest offerings from Fairewinds Energy Education, formally Fairewinds Associates. Lo and behold, purely by coincidence, as does happen on occasion, Arnie Gundersen discusses the very thing in this thirty five minute presentation.

Fortunately, for those of you with limited bandwidth, Gundersen addresses the problem right from the off. And in doing so must be said, saves me having to elaborate further on this very real threat facing, not just ourselves as a species, but Mother Earth herself.

Fukushima Daiichi: The Truth and the Future

Arnie Gundersen: Unit 4 has always been my biggest concern. If you watched our website on the very first week of the accident I was saying that if Unit 4 were to catch fire, you would have to evacuate Tokyo. As a matter of fact the book that we wrote talks about that a lot. It is really important and it remains the biggest concern that I have about the Fukushima site. Unit 4 has more fuel in it than any of the other units in the complex, but more importantly it has the most recently used nuclear fuel. And all of that fuel is outside of the containment. So that would make it dangerous enough. Except that also, of course, Unit 4 has had a series of explosions and is weakened structurally. Before it might have withstood a 7.5 earthquake. I believe that the structural damage to Unit 4 is so great that if there is a 7.5 earthquake, it will not withstand it.

Here is what would happen if Unit 4 were to crack and the water were to drain out of the nuclear fuel pool. The fuel is hot enough that it needs to be water-cooled. If air is all there is cooling the fuel, it will burn. It will burn the zircaloy cladding on the fuel, (and) will react with the oxygen to create a fire. And it is a fire that once it starts, cannot be put out by water. Water would make it worse. So the nuclear fuel would have to burn completely before the fire would ever go out.

In the process, all that radiation would go up into the atmosphere and blow all over Japan and all over the world.

There is as much cesium in the fuel pool at Unit 4 as there was in all of the atomic bombs dropped in all of the tests in the 1940's, the 1950's, the 1960's, and into the 1970's. All of the above ground testing has less cesium in it than is in the reactor pool at Fukushima 4 right now.
So it is a grave situation. I don't believe that the Japanese Government is moving fast enough. If there is no earthquake, the plan to remove the fuel slowly is going to be adequate. But we cannot wait on Mother Nature. We have to quickly move that fuel out of that pool and onto the ground. The key here is quickly. The Japanese Government finally just this month came up with a plan to build a building around the fuel pool building and begin removing the fuel in 2013 or 2014.

I said that that is what they needed to do on the Fairewinds site in an interview with Chris Martenson a year ago. These things have been evident, but TEPCO is not moving fast enough and the Japanese Government is not pushing TEPCO to move fast enough either. I think the top priority of TEPCO and the top priority of the Japanese Government should be to move the fuel out of that pool just as quickly as possible. And in the meantime, they need to strengthen that pool to make sure that it can withstand an earthquake. Remember, that pool is not in a containment. You can look down in a satellite and see the nuclear fuel. The roof is blown off. And that is what makes it dangerous.

In America, we had the Brookhaven National Laboratory do a study to examine what would happen in a fuel pool fire. Brookhaven National Labs determined that there would be 187,000 people who would develop cancer from a fuel pool fire. It is a serious concern and I do not believe that Tokyo Electric and I do not believe that the Japanese Government is taking it seriously enough. For the last year I have been working with Akio Matsumora and finally it appears that the world community is listening to Akio Matsumora's concerns about the pool. We need to tackle this as a concerned world community and encourage the Japanese Government and encourage Tokyo Electric to solve it quickly. More transcript.

While traveling in Japan several weeks ago, Fairewinds’ Arnie Gundersen took soil samples in Tokyo public parks, playgrounds, and rooftop gardens. All the samples would be considered nuclear waste if found here in the US. This level of contamination is currently being discovered throughout Japan. At the US NRC Regulatory Information Conference in Washington, DC March 13 to March 15, the NRC's Chairman, Dr. Gregory Jaczko emphasized his concern that the NRC and the nuclear industry presently do not consider the costs of mass evacuations and radioactive contamination in their cost benefit analysis used to license nuclear power plants. Furthermore, Fairewinds believes that evacuation costs near a US nuclear plant could easily exceed one trillion dollars and contaminated land would be uninhabitable for generations.

Fairewinds analyzes cancer rates for young children near Fukushima using the National Academy of Science's BEIR (Biological Effects of Ionizing Radiation) VII Report. Based on BEIR VII, Fairewinds determines that at least one in every 100 young girls will develop cancer for every year they are exposed to 20 millisieverts [millisievert (1 mSv = 0.001 Sv)] of radiation. The 20-millisievert/ year figure is what the Japanese government is currently calculating as the legal limit of radiological exposure to allow habitation of contaminated areas near the Fukushima Daiichi nuclear power plant. It's hard to believe the coincidence, that it was only ten minutes before coming across this article, I had this to say:

Fukushima is still a huge global problem and isn't going to go away anytime soon. I think a worse case scenario is another tsunami/earthquake, then it's curtains for vast swathes of the planet.

I wonder if they will take the opportunity to remove the hundreds/thousands of tons of spent fuel that sits in tanks above all GE Mark 1 type reactors, moving it to facilities independent of susceptible shore sited installations? source

The Worst Yet to Come? Why Nuclear Experts Are Calling Fukushima a Ticking Time-Bomb

Experts say acknowledging the threat would call into question the safety of dozens of identically designed nuclear power plants in the U.S.

More than a year after the triple meltdown at the Fukushima Daiichi power plant, the Japanese government, Tokyo Electric Power Company (Tepco) and the U.S. Nuclear Regulatory Commission (NRC) present similar assurances of the site's current state: challenges remain but everything is under control. The worst is over.

But nuclear waste experts say the Japanese are literally playing with fire in the way nuclear spent fuel continues to be stored onsite, especially in reactor 4, which contains the most irradiated fuel -- 10 times the deadly cesium-137 released during the 1986 Chernobyl nuclear accident. These experts also charge that the NRC is letting this threat fester because acknowledging it would call into question safety at dozens of identically designed nuclear power plants around the U.S., which contain exceedingly higher volumes of spent fuel in similar elevated pools outside of reinforced containment.

Reactor 4: The Most Imminent Threat

The spent fuel in the hobbled unit 4 at Fukushima Daiichi not only sits in an elevated pool outside the reactor core's reinforced containment, in a high-consequence earthquake zone adjacent to the ocean -- just as nearly all the spent fuel at the nuclear site is stored -- but it's also open to the elements because a hydrogen explosion blew off the roof during the early days of the accident and sent the building into a list.

Alarmed by the precarious nature of spent fuel storage during his recent tour of the Fukushima Daiichi site, Sen. Ron Wyden, D-Oregon subsequently fired off letters to Secretary of State Hillary Clinton, Secretary of Energy Steven Chu, NRC Chairman Gregory Jaczko and Japanese ambassador to the U.S. Ichiro Fujisaki. He implored all parties to work together and with the international community to address this situation as swiftly as possible.

A press release issued after his visit said that Wyden, a senior member of the U.S. Senate Committee on Energy and Natural Resources who is highly experienced with nuclear waste storage issues, believes the situation is "worse than reported," with "spent fuel rods currently being stored in unsound structures immediately adjacent to the ocean." The press release also noted the structures' high susceptibility to earthquakes and that "the only protection from a future tsunami, Wyden observed, is a small, makeshift sea wall erected out of bags of rock."

As opposed to units 1-3 at Fukushima Daiichi, where the meltdowns occurred, unit 4's reactor core, like units 5 and 6, was not in operation when the earthquake struck last year. But unlike units 5 and 6, it had recently uploaded highly radioactive spent fuel into its storage pool before the disaster struck.

Robert Alvarez, a nuclear waste expert and former senior adviser to the Secretary of Energy during the Clinton administration, has crunched the numbers pertaining to the spent fuel pool threat based on information he obtained from sources such as Tepco, the U.S. Department of Energy, Japanese academic presentations and the Institute of Nuclear Power Operations (INPO), the U.S. organization created by the nuclear power industry in the wake of the 1979 Three Mile Island accident.

What he found, which has been corroborated by other experts interviewed by AlterNet, is an astounding amount of vulnerably stored spent fuel, also known as irradiated fuel, at the Fukushima Daiichi site. His immediate focus is on the fuel stored in the damaged unit 4's pool, which contains the single largest inventory of highly radioactive spent fuel of any of the pools in the damaged reactors.

Alvarez warns that if there is another large earthquake or event that causes this pool to drain of water, which keeps the fuel rods from overheating and igniting, it could cause a catastrophic fire releasing 10 times more cesium-137 than was released at Chernobyl.

That scenario alone would cause an unprecedented spread of radioactivity, far greater than what occurred last year, depositing enormous amounts of radioactive materials over thousands of miles and causing the evacuation of Tokyo.

Nuclear experts noted that other lethal radioactive isotopes would also be released in such a fire, but that the focus is on cesium-137 because it easily volatilizes and spreads pervasively, as it did during the Chernobyl accident and again after the disaster at Fukushima Daiichi last year.

With a half-life of 30 years, it gives off penetrating radiation as it decays and can remain dangerous for hundreds of years. Once in the environment, it mimics potassium as it accumulates in the food chain; when it enters the human body, about 75 percent lodges in muscle tissue, including the heart.

The Threat Not Just to Japan But to the U.S. and the World

An even more catastrophic worst-case scenario follows that a fire in the pool at unit 4 could then spread, igniting the irradiated fuel throughout the nuclear site and releasing an amount of cesium-137 equaling a doomsday-like load, roughly 85 times more than the release at Chernobyl.

It's a scenario that would literally threaten Japan's annihilation and civilization at large, with widespread worldwide environmental radioactive contamination.

"Japan would suffer the worst, but it would be a global catastrophe," said Kevin Kamps, nuclear waste expert at the watchdog group Beyond Nuclear. "It already is, it already has been, but it would dwarf what's already happened."

Kamps noted that these pool fires were the beginning of the worst-case analysis envisioned by the Japanese government in the early days of the disaster, as reported by the New York Times in February.

"Not only three reactor meltdowns but seven pool fires at Fukushima Daiichi," Kamps said. "If the site had to be abandoned by all workers, then everything would come loose. The end result of that was the evacuation of Tokyo."

In an interview with AlterNet, Alvarez, who is a senior scholar at the Institute for Policy Studies, said that the Japanese government, Tepco and the U.S. NRC are reluctant to say anything publicly about the spent fuel threat because "there is a tendency to want to provide reassurance that everything is fine."

He was quick to note, "The cores are still a problem, make no mistake, and there will be some very bad things happening if they don't maintain their temperatures at some sort of stable level and make sure this stuff doesn't eat down through the concrete mats."

But he said that privately "they're probably more scared shitless about the pools than they are about the cores. They know they're really risky and dangerous."

AlterNet asked the NRC if it is concerned about the vulnerability of the spent fuel at Fukushima Daiichi and what, if anything, it had expressed to the Japanese government and Tepco on the matter.

"All the available information continues to show the situation at Fukushima Dai-ichi is stable, both for the reactors and the spent fuel pools," NRC spokesman Scott Burnell replied via email. "The available information indicates that Spent Fuel Pool #4 has been reinforced."

But nuclear experts, including Arnie Gundersen, a former nuclear industry senior vice president who coordinated projects at 70 U.S. nuclear power plants, warned days after the disaster at Fukushima last year of a "Chernobyl on steroids" if the spent fuel pools were to ignite, strongly disagreed with this assessment.

"It is true that in May and June the floor of the U4 SFP [spent fuel pool] was 'reinforced,' but not as strong as it was originally," Gundersen noted in an email to AlterNet. "The entire building however has not been reinforced and is damaged by the explosion in both 4 and 3. So structurally U4 is not as strong as its original design required."

Gundersen, who is chief engineer at the consulting firm Fairewinds Associates, added that the spent fuel pool at unit 4 "remains the single biggest concern since about the second week of the accident. It can still create 'Chernobyl on steroids.'"

Alvarez said that even if the unit 4 structure has been tentatively stabilized, it doesn't change the fact "it sits in a structurally damaged building, is about 100 feet above the ground and is exposed to the atmosphere, in a high-consequence earthquake zone."

He also said that the urgency of the situation is underscored by the ongoing seismic activity around northeast Japan, in which 13 earthquakes of magnitude 4.0 to 5.7 have occurred off the northeast coast of Honshu between April 14 and April 17.

"This has been the norm since 3/11/11 and larger quakes are expected closer to the power plant," Alvarez added.

A recent study published in the journal Solid Earth, which used data from over 6,000 earthquakes, confirms the expectation of larger quakes in closer proximity to the Fukushima Daiichi site. In part, this conclusion is predicated on the discovery that the earthquake that initiated last year's disaster caused a seismic fault close to the nuclear plant to reactivate.

"There are a few active faults in the nuclear power plant area, and our results show the existence of similar structural anomalies under both the Iwaki and the Fukushima Daiichi areas," lead researcher Dapeng Zhao, a geophysics professor at Japan's Tohoku University, said in a press release. "Given that a large earthquake occurred in Iwaki not long ago, we think it is possible for a similarly strong earthquake to happen in Fukushima."

AlterNet asked Sen. Wyden if he considers the spent fuel at Fukushima Daiichi a national security threat.

In a statement released by his office, Wyden replied, "The radiation caused by the failure of the spent fuel pools in the event of another earthquake could reach the West Coast within days. That absolutely makes the safe containment and protection of this spent fuel a security issue for the United States."

Alvarez agrees, saying, "My major concern is that this effort to get that spent fuel out of there is not something you should be doing casually and taking your time on."

Yet Tepco's current plans are to hold the majority of this spent fuel onsite for years in the same elevated, uncontained storage pools, only transferring some of the fuel into more secure, hardened dry casks when the common pool reaches capacity.

For the moment, though, and for the foreseeable future -- unless the international community substantively comes to Japan's aid -- Tepco couldn't transfer the irradiated fuel from the damaged reactor units into dry cask storage even if it wanted to because the equipment to do so, such as the crane support infrastructure, was destroyed during the initial disaster.

"That's kind of shocking," said Paul Gunter of Beyond Nuclear. "But that's why we're still sitting on this gamble that there won't be another earthquake that could topple a very precarious unit 4."

Gunter is concerned that even a minor earthquake or a subsidence in the earth under unit 4 could cause its collapse.

"I think we're all on pins and needles every day with regard to unit 4," he said. "I mean there's any number of things that could happen. Nobody really knows."

Gunter added, "Right now its seismic rating should be zero."

Alvarez echoed Wyden's letters to the Japanese ambassador and U.S. officials.

"It really requires a major effort," he said. "The United States and other countries should begin to get involved and try to help the Japanese government to expedite the removal of that spent fuel and to put it into dry, hardened storage as soon as possible."

Same Spent Fuel Pool Designs at Dozens of U.S. Nuclear Sites

So why isn't the NRC and the Obama administration doing more to shed light on the extreme vulnerability of these irradiated fuel pools at Fukushima Daiichi, which threaten not only Japan but the U.S. and the world?

Nuclear waste experts say it would expose the fact that the same design flaw lies in wait -- and has been for decades -- at dozens of U.S. nuclear facilities. And that's not something the NRC, which is routinely accused of promoting the nuclear industry rather than adequately regulating it, nor the pro-nuclear Obama administration, want to broadcast to the American public.

"The U.S. government right now is engaged in its own kabuki theatre to protect the U.S. industry from the real costs of the lessons at Fukushima," Gunter said. "The NRC and its champions in the White House and on Capitol Hill are looking to obfuscate the real threats and the necessary policy changes to address the risk."

There are 31 G.E. Mark I and Mark II boiling water reactors (BRWs) in the U.S., the type used at Fukushima. All of these reactors, which comprise just under a third of all nuclear reactors in the U.S., store their spent fuel in elevated pools located outside the primary, or reinforced, containment that protects the reactor core. Thus, the outside structure, the building ostensibly protecting the storage pools, is much weaker, in most cases about as sturdy, experts describe in interviews with AlterNet, as a structure one would find housing a car dealership or a Wal-Mart.

Not what Americans might expect to find safeguarding nuclear material that is more highly radioactive than what resides in the reactor core.

The outer containments surrounding these spent fuel pools in these U.S. reactors patently fail to meet the NRC's own "defense in-depth" nuclear safety requirements.

But these reactors don't merely suffer from the same storage design flaw as those at Fukushima Daiichi.

In the U.S., the nuclear industry has been allowed to store incredible volumes of spent fuel for decades in high-density pools that were not only originally designed to retain about one-fourth or one-fifth of what they now hold but were intended to be temporary storage facilities. No more than five years. That was before the idea of reprocessing irradiated fuel in this country failed to gain a foothold over 30 years ago. Once that happened, starting in the early 1980s, the NRC allowed high-density storage in fuel pools on the false assumption that a high-level waste repository would be opened by 1998. But subsequent efforts to gain support for storing nuclear waste at Yucca Mountain in Nevada have also been scrapped.

More recently, the NRC arbitrarily concluded these pools could store this spent fuel safely for 120 years.

"Our pools are more crammed to the gills than the unit 4 pool at Fukushima Daiichi, much more so," noted Kamps of Beyond Nuclear. "It's kind of like a very thick forest that's waiting for a wildfire. It would take extraordinary measures to prevent nuclear chain reactions in our pools because the waste is so closely packed in there."

Experts say the only near-term answer to better protect our nation's existing spent nuclear fuel is dry cask storage. But there's one catch: the nuclear industry doesn't want to incur the expense, which is about $1 million per cask.

"So now they're stuck," said Alvarez, "The NRC has made this policy decision, which the industry is very violently opposed to changing because it saves them a ton of money. And if they have to go to dry hardened storage onsite, they're going to have to fork over several hundred million dollars per reactor to do this."

He also pointed out that the contents of the nine dry casks at the Fukushima Daiichi site were undamaged by the disaster.

"Nobody paid much attention to that fact," Alvarez said. "I've never seen anybody at Tepco or anyone [at the NRC or in the nuclear industry] saying, 'Well, thank god for the dry casks. They were untouched.' They don't say a word about it."

The NRC declined to comment directly to accusations it's reluctant to draw attention to the spent fuel vulnerability at Fukushima Daiichi because it would bring more awareness to the dangers of irradiated storage here in the U.S. But the agency did respond to a question about what it has done to address the vulnerability of spent nuclear fuel storage at U.S. nuclear sites with the Mark I and II designs.

"All U.S. spent nuclear fuel is stored safely and securely, regardless of reactor type," NRC spokesman Burnell replied in an email. "Every spent fuel pool is an inherently robust combination of reinforced concrete and steel, capable of safely withstanding the same type and variety of severe events that reactors are designed for."

He continued, "After 9/11, the NRC required U.S. nuclear power plants to obtain additional equipment for maintaining reactor and spent fuel pool safety in the event of any situation that could disable large areas of the plant. This 'B5b' equipment and related procedures include ensuring spent fuel pools have adequate water levels. The B5b measures are in place at every U.S. plant and have been inspected multiple times, including shortly after the accident at Fukushima.

"The NRC continues to conclude the combination of installed safety equipment and B5b measures can protect the public if extreme events impact a U.S. nuclear power plant."

But nuclear experts told AlterNet that the majority of Burnell's response could've been made prior to the disaster at Fukushima. In fact, Ed Lyman, senior staff scientist at the Union of Concerned Scientists, investigated these so-called "B5b" safety measures the NRC ordered post-9/11 and published his findings in a May 2011 Bulletin of the Atomic Scientists article.

Directly reflecting Burnell's response to AlterNet, Lyman wrote that after the Fukushima disaster, "the NRC and the industry invoked the mysterious requirements known as 'B5b' as a cure-all for the kinds of problems that led to the Fukushima crisis.

"Even though the B5b strategies were specifically developed to cope with fires and explosions, the NRC now argues that they could be used for any event that causes severe damage to equipment and infrastructure, including Fukushima-scale earthquakes and floods."

But contrary to these NRC assurances, then and now, Lyman's report found B5b requirements inadequate, containing flaws in safety assumptions that suggest the NRC has not applied the major lessons learned from the Fukushima disaster. Additionally, he revealed emails showing that the NRC's own staff members questioned the plausibility of these procedures to effectively respond to extreme weather events like floods, earthquakes and concomitant blackouts.

Burnell sent a follow-up email, noting, "I also should have mentioned the NRC issued an order in March to all U.S. plants to install enhanced spent fuel pool instrumentation, so that plant operators will have a clearer understanding of SFP status during a severe event."

This is a curiously roundabout way of saying that spent fuel pools at U.S. reactors currently have no built-in instrumentation to gauge radiation, temperature or pressure levels.

Kamps also pointed out that the NRC commissioners voted 4 to 1, with Chairman Gregory Jaczko in dissent, to not require requested such safety upgrades to U.S. reactors until the end of 2016.

Another casualty of the Fukushima nuclear disaster: Japan's nuclear power industry as a whole. The Tokyo Electric Power Company has closed the final reactor of Kashiwazaki-Kariwa nuclear power plant, leaving just one operational facility in the entire country.

This final reactor, on the northern island of Hokkaido and the 54th in Japan, is scheduled to be shut down in May for maintenance and is not expected to be restarted. Only if local support exists to restart the reactor will it come back online, BBC News reports.

Since the Fukushima disaster and resultant nuclear shut down, Japan has faced the problem of avoiding power supply problems during times of peak demand, especially the summer. Last year large companies were ordered to reduce their power consumption by 15%. Older non-nuclear power plants have been temporarily brought back online, with fossil fuel imports rising.

TEPCO's president issued the follow statement to its electricity customers:

As for the electricity supply and demand in the foreseeable future, we expect to maintain stable supply. However, we ask that you continue to make a reasonable effort to save electricity. In addition, while we have been carefully reviewing this summer's electricity supply and demand, the shut down of Unit 6 [the final reactor at Kashiwazaki-Kariwa] will result in a significant reduction in our electricity supply capacity. We will continue to make efforts to maintain stable operations and maintenance of the power facilities in order to secure stable power supply. Treehugger

Costa Concordia Good News Fuel Removal Completed

Work to remove fuel from the wreck of the Italian cruise ship Costa Concordia has been completed, the Italian authorities announced.

More than 2,000 tonnes of fuel and sewage were drained from the ship which capsized after hitting rocks off the Tuscan island of Giglio on 13 January.

There had been fears that pristine waters in the area might be polluted.

Thirty people died in the disaster and a further two remain missing, presumed dead.

The ship was carrying 4,200 passengers and crew when its hull was torn open by rocks.

Captain Francesco Schettino faces charges of causing the incident by steering the Costa Concordia too close to the island's shore, charges he denies.

The next stage of the salvage operation will involve cleaning up the sea bed and the area around the ship's hull before work begins to lift the wreck.

The removal of the Costa Concordia itself is expected to take up to a year. BBC

Sigh: Senator Inhofe Believes Global Warming is Hoax Because "Only God Can Change the Climate"

In a radio interview with Voice of Christian Youth America, Sen. James Inhofe (R-OK) argued that his belief that global warming is a hoax is biblically inspired. Promoting his book The Greatest Hoax: How the Global Warming Conspiracy Threatens Your Future, Inhofe told interviewer Vic Eliason on Wednesday that only God can change the climate, and the idea that manmade pollution could affect the seasons is “arrogance“:
Well actually the Genesis 8:22 that I use in there is that “as long as the earth remains there will be springtime and harvest, cold and heat, winter and summer, day and night.” My point is, God’s still up there. The arrogance of people to think that we, human beings, would be able to change what He is doing in the climate is to me outrageous.



Inhofe went on to attack evangelical leader Rich Cizik, the former Vice President of the National Association of Evangelicals, who has made the religious case for fighting climate change pollution. Inhofe said Cizik has been “exposed as a liberal” and that he is like idolatrous Romans described in the Bible as those who “give up the truth about God for a lie.”

In the interview, Inhofe did not mention he has received $1,352,523 in campaign contributions from the oil and gas industry, including $90,950 from Koch Industries.

Our Reliance on The Micro-Chip A Doomsday Scenario

As a blog writer, a fellow faces many decisions, none of them life threatening or earth shattering, some might say not even important, and they would probably be correct. Nevertheless, two decisions crop up almost daily, and those decisions often involve, how serious or how lighthearted be the content of what is offered up to you the reader.

Too frivolous the content; what would be the point in bothering at all? And on the other side of the coin, whereas nobody wants to read about a cat not stuck up a tree, I'm sure likewise, they don't want to visit a site where the blogger is only a merchant of doom, and constantly come away with an upside down smile.

Having said all that, what I'm going to offer you today is nothing more than a very glum post about a doomsday scenario. But it is an extremely interesting doomsday scenario nonetheless, nobody can argue with that evaluation, and all involving solar flares and our near total reliance on the micro chip.

Space storm alert: 90 seconds from catastrophe

It is midnight on 22 September 2012 and the skies above Manhattan are filled with a flickering curtain of colorful light. Few New Yorkers have seen the aurora this far south but their fascination is short-lived. Within a few seconds, electric bulbs dim and flicker, then become unusually bright for a fleeting moment. Then all the lights in the state go out. Within 90 seconds, the entire eastern half of the US is without power.

A year later and millions of Americans are dead and the nation's infrastructure lies in tatters. The World Bank declares America a developing nation. Europe, Scandinavia, China and Japan are also struggling to recover from the same fateful event - a violent storm, 150 million kilometres away on the surface of the sun.

It sounds ridiculous. Surely the sun couldn't create so profound a disaster on Earth. Yet an extraordinary report funded by NASA and issued by the US National Academy of Sciences (NAS) in January this year claims it could do just that.

Over the last few decades, western civilizations have busily sown the seeds of their own destruction. Our modern way of life, with its reliance on technology, has unwittingly exposed us to an extraordinary danger: plasma balls spewed from the surface of the sun could wipe out our power grids, with catastrophic consequences.

The projections of just how catastrophic make chilling reading. "We're moving closer and closer to the edge of a possible disaster," says Daniel Baker, a space weather expert based at the University of Colorado in Boulder, and chair of the NAS committee responsible for the report.

It is hard to conceive of the sun wiping out a large amount of our hard-earned progress. Nevertheless, it is possible. The surface of the sun is a roiling mass of plasma - charged high-energy particles - some of which escape the surface and travel through space as the solar wind. From time to time, that wind carries a billion-tonne glob of plasma, a fireball known as a coronal mass ejection. If one should hit the Earth's magnetic shield, the result could be truly devastating.

The incursion of the plasma into our atmosphere causes rapid changes in the configuration of Earth's magnetic field which, in turn, induce currents in the long wires of the power grids. The grids were not built to handle this sort of direct current electricity. The greatest danger is at the step-up and step-down transformers used to convert power from its transport voltage to domestically useful voltage. The increased DC current creates strong magnetic fields that saturate a transformer's magnetic core. The result is runaway current in the transformer's copper wiring, which rapidly heats up and melts. This is exactly what happened in the Canadian province of Quebec in March 1989, and six million people spent 9 hours without electricity. But things could get much, much worse than that.

Worse than Katrina

The most serious space weather event in history happened in 1859. It is known as the Carrington event, after the British amateur astronomer Richard Carrington, who was the first to note its cause: "two patches of intensely bright and white light" emanating from a large group of sunspots. The Carrington event comprised eight days of severe space weather.

There were eyewitness accounts of stunning auroras, even at equatorial latitudes. The world's telegraph networks experienced severe disruptions, and Victorian magnetometers were driven off the scale.

Though a solar outburst could conceivably be more powerful, "we haven't found an example of anything worse than a Carrington event", says James Green, head of NASA's planetary division and an expert on the events of 1859. "From a scientific perspective, that would be the one that we'd want to survive." However, the prognosis from the NAS analysis is that, thanks to our technological prowess, many of us may not.

There are two problems to face. The first is the modern electricity grid, which is designed to operate at ever higher voltages over ever larger areas. Though this provides a more efficient way to run the electricity networks, minimizing power losses and wastage through overproduction, it has made them much more vulnerable to space weather. The high-power grids act as particularly efficient antennas, channelling enormous direct currents into the power transformers.

The second problem is the grid's interdependence with the systems that support our lives: water and sewage treatment, supermarket delivery infrastructures, power station controls, financial markets and many others all rely on electricity. Put the two together, and it is clear that a repeat of the Carrington event could produce a catastrophe the likes of which the world has never seen. "It's just the opposite of how we usually think of natural disasters," says John Kappenman, a power industry analyst with the Metatech Corporation of Goleta, California, and an advisor to the NAS committee that produced the report. "Usually the less developed regions of the world are most vulnerable, not the highly sophisticated technological regions."

According to the NAS report, a severe space weather event in the US could induce ground currents that would knock out 300 key transformers within about 90 seconds, cutting off the power for more than 130 million people (see map). From that moment, the clock is ticking for America.

First to go - immediately for some people - is drinkable water. Anyone living in a high-rise apartment, where water has to be pumped to reach them, would be cut off straight away. For the rest, drinking water will still come through the taps for maybe half a day. With no electricity to pump water from reservoirs, there is no more after that.

There is simply no electrically powered transport: no trains, underground or overground. Our just-in-time culture for delivery networks may represent the pinnacle of efficiency, but it means that supermarket shelves would empty very quickly - delivery trucks could only keep running until their tanks ran out of fuel, and there is no electricity to pump any more from the underground tanks at filling stations.

Back-up generators would run at pivotal sites - but only until their fuel ran out. For hospitals, that would mean about 72 hours of running a bare-bones, essential care only, service. After that, no more modern healthcare.

The truly shocking finding is that this whole situation would not improve for months, maybe years: melted transformer hubs cannot be repaired, only replaced. "From the surveys I've done, you might have a few spare transformers around, but installing a new one takes a well-trained crew a week or more," says Kappenman. "A major electrical utility might have one suitably trained crew, maybe two."

Within a month, then, the handful of spare transformers would be used up. The rest will have to be built to order, something that can take up to 12 months.

Even when some systems are capable of receiving power again, there is no guarantee there will be any to deliver. Almost all natural gas and fuel pipelines require electricity to operate. Coal-fired power stations usually keep reserves to last 30 days, but with no transport systems running to bring more fuel, there will be no electricity in the second month.

30 days of coal left

Nuclear power stations wouldn't fare much better. They are programmed to shut down in the event of serious grid problems and are not allowed to restart until the power grid is up and running.

With no power for heating, cooling or refrigeration systems, people could begin to die within days. There is immediate danger for those who rely on medication. Lose power to New Jersey, for instance, and you have lost a major centre of production of pharmaceuticals for the entire US. Perishable medications such as insulin will soon be in short supply. "In the US alone there are a million people with diabetes," Kappenman says. "Shut down production, distribution and storage and you put all those lives at risk in very short order."

Help is not coming any time soon, either. If it is dark from the eastern seaboard to Chicago, some affected areas are hundreds, maybe thousands of miles away from anyone who might help. And those willing to help are likely to be ill-equipped to deal with the sheer scale of the disaster. "If a Carrington event happened now, it would be like a hurricane Katrina, but 10 times worse," says Paul Kintner, a plasma physicist at Cornell University in Ithaca, New York.

In reality, it would be much worse than that. Hurricane Katrina's societal and economic impact has been measured at $81 billion to $125 billion. According to the NAS report, the impact of what it terms a "severe geomagnetic storm scenario" could be as high as $2 trillion. And that's just the first year after the storm. The NAS puts the recovery time at four to 10 years. It is questionable whether the US would ever bounce back.

4-10 years to recover

"I don't think the NAS report is scaremongering," says Mike Hapgood, who chairs the European Space Agency's space weather team. Green agrees. "Scientists are conservative by nature and this group is really thoughtful," he says. "This is a fair and balanced report."

Such nightmare scenarios are not restricted to North America. High latitude nations such as Sweden and Norway have been aware for a while that, while regular views of the aurora are pretty, they are also reminders of an ever-present threat to their electricity grids. However, the trend towards installing extremely high voltage grids means that lower latitude countries are also at risk. For example, China is on the way to implementing a 1000-kilovolt electrical grid, twice the voltage of the US grid. This would be a superb conduit for space weather-induced disaster because the grid's efficiency to act as an antenna rises as the voltage between the grid and the ground increases. "China is going to discover at some point that they have a problem," Kappenman says.

Neither is Europe sufficiently prepared. Responsibility for dealing with space weather issues is "very fragmented" in Europe, says Hapgood.

Europe's electricity grids, on the other hand, are highly interconnected and extremely vulnerable to cascading failures. In 2006, the routine switch-off of a small part of Germany's grid - to let a ship pass safely under high-voltage cables - caused a cascade power failure across western Europe. In France alone, five million people were left without electricity for two hours. "These systems are so complicated we don't fully understand the effects of twiddling at one place," Hapgood says. "Most of the time it's alright, but occasionally it will get you."

The good news is that, given enough warning, the utility companies can take precautions, such as adjusting voltages and loads, and restricting transfers of energy so that sudden spikes in current don't cause cascade failures. There is still more bad news, however. Our early warning system is becoming more unreliable by the day.

By far the most important indicator of incoming space weather is NASA's Advanced Composition Explorer (ACE). The probe, launched in 1997, has a solar orbit that keeps it directly between the sun and Earth. Its uninterrupted view of the sun means it gives us continuous reports on the direction and velocity of the solar wind and other streams of charged particles that flow past its sensors. ACE can provide between 15 and 45 minutes' warning of any incoming geomagnetic storms. The power companies need about 15 minutes to prepare their systems for a critical event, so that would seem passable.

However, observations of the sun and magnetometer readings during the Carrington event shows that the coronal mass ejection was travelling so fast it took less than 15 minutes to get from where ACE is positioned to Earth. "It arrived faster than we can do anything," Hapgood says.

There is another problem. ACE is 11 years old, and operating well beyond its planned lifespan. The onboard detectors are not as sensitive as they used to be, and there is no telling when they will finally give up the ghost. Furthermore, its sensors become saturated in the event of a really powerful solar flare. "It was built to look at average conditions rather than extremes," Baker says.

He was part of a space weather commission that three years ago warned about the problems of relying on ACE. "It's been on my mind for a long time," he says. "To not have a spare, or a strategy to replace it if and when it should fail, is rather foolish."

There is no replacement for ACE due any time soon. Other solar observation satellites, such as the Solar and Heliospheric Observatory (SOHO) can provide some warning, but with less detailed information and - crucially - much later. "It's quite hard to assess what the impact of losing ACE will be," Hapgood says. "We will largely lose the early warning capability."

The world will, most probably, yawn at the prospect of a devastating solar storm until it happens. Kintner says his students show a "deep indifference" when he lectures on the impact of space weather. But if policy-makers show a similar indifference in the face of the latest NAS report, it could cost tens of millions of lives, Kappenman reckons. "It could conceivably be the worst natural disaster possible," he says.

The report outlines the worst case scenario for the US. The "perfect storm" is most likely on a spring or autumn night in a year of heightened solar activity - something like 2012. Around the equinoxes, the orientation of the Earth's field to the sun makes us particularly vulnerable to a plasma strike.

What's more, at these times of year, electricity demand is relatively low because no one needs too much heating or air conditioning. With only a handful of the US grid's power stations running, the system relies on computer algorithms shunting large amounts of power around the grid and this leaves the network highly vulnerable to sudden spikes.

If ACE has failed by then, or a plasma ball flies at us too fast for any warning from ACE to reach us, the consequences could be staggering. "A really large storm could be a planetary disaster," Kappenman says.

So what should be done? No one knows yet - the report is meant to spark that conversation. Baker is worried, though, that the odds are stacked against that conversation really getting started. As the NAS report notes, it is terribly difficult to inspire people to prepare for a potential crisis that has never happened before and may not happen for decades to come. "It takes a lot of effort to educate policy-makers, and that is especially true with these low-frequency events," he says.

We should learn the lessons of hurricane Katrina, though, and realise that "unlikely" doesn't mean "won't happen". Especially when the stakes are so high. The fact is, it could come in the next three or four years - and with devastating effects. "The Carrington event happened during a mediocre, ho-hum solar cycle," Kintner says. "It came out of nowhere, so we just don't know when something like that is going to happen again." Jim Pedan blog not been updated since 2009 hence full text coppied here.

What Was Best For The People of Japan Took a Backseat: Fukushima

Probably not an awful lot more than you already know, but perhaps some finer details.

The disaster at Fukushima last year exposed how entrenched interests among key decision-makers have contaminated Japanese society, endangering the long-term prosperity of Japan. These special interests often do what is right for themselves, as opposed to what is in the best interests of the Japanese people.

In this two-part series, discussion on what has transpired over the past twelve months as a result of decisions made related to the Fukushima disaster (Part I) will lead to a look at decision-making during the crisis in subsequent weeks and months that have passed (Part II). As the current decision-making system in Japan increasingly works to the detriment of Japanese society, what is needed instead is a more transparent, honest, and benevolent decision-making system that listens to the wishes of the people and responds to it.

Deep relationships among public and private sector players are present in all societies around the world. Yet Japan has a unique set of circumstances that make these relationships unlike any other. Looking firstly at this process sets the stage for understanding what has gone wrong in Japan.

Japan's "Iron Triangle" of power, the traditional post-war decision-making apparatus, is comprised of Administrative Bureaucracy, Organized Business and Party Government. Together these groups create and implement policies and laws. This inter-institutional cooperation establishes the foundation for how society operates.

It is a cozy relationship. Policies are established by bureaucrats, laws are then passed by politicians and implemented by the business sector. The unelected bureaucrats who formulate policies are beholden to no one other than themselves. Long-term bureaucrats have decades to nurture connections. Top officials often "retire" on to private sector Board of Directors or are granted lucrative positions inside organizations that they used to regulate, thereby forming a comfortable intermingling of the public and private sectors. The system perpetuates itself.

To lubricate the system, up to 40% of the annual Japanese national budget is spent on infrastructure projects -- many of which are unnecessary. It could easily be argued that a great number of the nuclear power plants built since the Second World War would fall in to this category. That helps explain why even though 90+ percent of all nuclear reactors are currently off-line, no energy shortages or blackouts have occurred to date.

An additional appendage to this triangle of power is the Japanese mafia or "Yakuza" which have historically been able to legally exist in Japan. The Yakuza serve to make sure the system operates smoothly. One example of this is the supplying of labor to the nuclear industry for undesirable jobs and, in particular, to the Tokyo Electric Power nuclear plant after the disaster of March 11, 2011.

Added to this mix of the Iron Triangle and mafia comes a cultural factor not seen in other nations known as 'nakama' or becoming an accepted 'trusted insider' among a respective group. This eases the process of consensus-formation. In group-oriented Japan, such strong relationships are seen as the ultimate goal to be achieved as they allow for the maintenance of harmony. Japan is a series of 'inside' and 'outside' groups and nakama relationships built over time and through mutual experience foster deep loyalties in the public and private sector.

Nakama can also become a hindrance in times of crucial decision-making where telling the truth comes head-to-head with loyalty to long-held relations. One well-known example is the case of the Japan Airlines crash in Tokyo Bay in 1982 that killed 133 people. The captain deliberately engaged the number 2 and 3 engines' thrust-reversers in flight which caused the crash. He was later found to be suffering from mental illness prior to the incident which resulted in a not guilty verdict by reason of insanity. The interesting point about this particular story is that his co-workers and even the company had known he was unstable for a long time, yet he was able to maintain his position, hierarchy and rank. This can be the danger of nakama relations -- when some one in a position of power does something he/she should not do, most are reluctant to do anything about it for fear of damaging relations.

Witness the Fukushima disaster. Not only did decision-making take too long in the early hours of the crisis because consensus needed to be formed among too many players, but there was a lack of communication due to inoperable phone systems. On top of this, the Iron Triangle players were protecting their respective turfs. Politicians and regulators protected the nuclear industry and the nuclear industry protected itself. What was best for the people of Japan took a back seat.

Observing what happened in the early hours of the crisis is to see how forming a consensus on what to do to protect the populace was a futile effort, indeed. Prime Minister Naoto Kan, to his credit, trusted neither the bureaucrats advising him nor the Tokyo Electric Power Company (which was worried about protecting its assets). Even the plant manager did not trust his superiors who had instructed him to stop pouring sea water on the reactors to keep them cool. His decision to defy that order likely prevented the disaster from becoming worse than it was. "At the drama's heart was an outsider prime minister who saw the need for quick action but whose well-founded mistrust of a system of alliances between powerful plant operators, compliant bureaucrats and sympathetic politicians deprived Prime Minister Kan of resources he could have used to make better-informed decisions," reported the New York Times.

How much of what went wrong was actually due to sheer incompetence or lack of adequate preparation as opposed to an attempt to hide the truth is unclear. But the New York Times ran an incredible piece on this "culture of collusion" early in the crisis. And it took an outsider (who used to be an insider) to reveal the truth -- that "nuclear power's main players are more interested in protecting their interests than increasing safety". My point exactly. The safety of the people of Japan was not the top priority which further shows that the decision-making system is not working.

Just ask the people of Namie, a city located just north of the doomed Tokyo Electric Power nuclear plant. Lacking clear guidance on what to do or where to go from decision-makers in Tokyo, town leaders thought it would be safe to head north to escape the dangers caused by explosions at the plant. Computer calculations, known to officials in Tokyo, had predicted winds would carry radioactive clouds north -- not south -- as Namie town officials had thought. But no one bothered to tell them and they were exposed to high levels of radiation for three days and nights. As reported in another New York Times exposé, "The forecasts were left unpublicized by bureaucrats in Tokyo, operating in a culture that sought to avoid responsibility and, above all, criticism... Japanese authorities engaged in a pattern of withholding damaging information and denying facts of the nuclear disaster -- in order to limit the size of costly and disruptive evacuations in land-scarce Japan and to avoid public questioning of the politically powerful nuclear industry".

And to further prove the point about the failings of the Iron Triangle and how members sought to protect their turf, bureaucrats initially withheld vital information even from politicians, part of their own inner circle. As the aforementioned article notes, "Some of the predictions of the spread of radiation contamination were so alarming, that three separate government agencies -- the Education Ministry and the two nuclear regulators, the Nuclear and Industrial Safety Agency and Nuclear Safety Commission -- passed the data to one another like a hot potato, with none of them wanting to accept responsibility for its results".

Added to this story were revelations the in the crucial days during and after two reactors blew up, Potassium Iodide (which blocks radioactive iodine from entering the thyroid gland) was not dispersed to people in need in the areas near the plant. Why? "Government disaster manuals require communities to wait for the central government to give the order before distributing the pills. Though Japan's nuclear-safety experts recommended dispensing pills immediately, Tokyo didn't order pills be given out until five days after the March 11 accident". Once again, the people of Japan were not the top priority.

Here is yet another example -- days after the earthquake and tsunami, on March 15th and 21st, clouds of radiation drifted over Tokyo due to changing wind conditions. The people of Tokyo were not encouraged to either stay indoors (thereby somewhat limiting exposure) or leave the city. It was not that the authorities didn't know the clouds were coming -- they did. Even the U.S. military knew they were on their way due to a computer simulation known as SPEEDI (System for Prediction of Environmental Emergency Dose Information). SPEEDI was designed in the 1980s to make forecasts of radiation dispersal should an accident occur. SPEEDI information was shared with the U.S. military, but not with the people of Japan. Decision-makers withheld the information, most likely so as to avoid a panic.

So there was a choice in a "worst-case scenario", evacuate Tokyo (which might have led to the collapse of the Japanese economy) or risk collateral damage among the populace. All of which raises a fundamental question -- What gives unelected bureaucrats the right to decide what the public is told (or not told), particularly when issues of health are at stake?

Just as with the tale of the boy who cried wolf, many people in Japan no longer trust what they are told. It is now to the point where even if the truth is told, few believe it.

Pacific coastal communities prepare for possible impacts of marine debris from Japan's triple disaster.

In the age of constant crisis coverage, it is easy to forget that disasters don't just end once the cameras move on. On the contrary, they morph into new situations, sometimes improved, but often more complex and severe. In the case of Japan's earthquake-tsunami-nuclear catastrophe, part of that tripartite disaster floated out to sea as debris where it has been drifting for months to destinations unknown.

According to Japan's Ministry of Environment's Waste Management Division, the 9.0 magnitude temblor and tsunami generated some 25 million tons of debris in total, literally sucking the lives of thousands of people and their belongings out to sea. Since last March, the remains of destroyed buildings, vehicles, broken furniture, fishing boats, nets and miscellaneous flotsam has been adrift in the north Pacific vastness. But how much was pulled into the ocean and where it will end up, no one can really say for sure.

Scientists and experts in Canada and the United States and, in particular, the Hawaiian islands, recognizing the potential for a fourth leg to Japan's triple disaster, are trying to forecast a possible debris path as they prepare for what could be headed their way.

One scientist closely monitoring the situation is Dr. Nikolai Maximenko, a senior researcher at the University of Hawaii's International Pacific Research Center in Honolulu. Speaking at a conference on the Hawaiian island of Kauai in December, Maximenko said that one-third to one-quarter of the total debris may have been pulled out to sea by the tsunami. But what first appeared as dense, yellow floating masses of broken lumber was quickly overshadowed by a more immediate human and environmental disaster unfolding on land.

Maximenko and other scientists in Hawaii are using diagnostic computer models in an attempt to accurately predict the likely path of debris. In June 2011, sailors traveling between Yokohama and Alaska sighted suspected tsunami-generated detritus. They described navigating two days across a field of "unusual debris," including they said looked like "file cabinets, lumber, freezer chests and large pieces of Styrofoam."

In another significant sighting last September, the Russian sailing ship STS Pallada reported passing through debris some 400 miles west of Midway atoll while on its way from Hawaii to the Vladivostok. The Russian crew spotted an unoccupied Japanese fishing boat (later confirmed to be registered in Fukushima Prefecture) as well as televisions, bottles, boots, wash basins and doors.

I watched the terrible events which took place in Japan on March 11 last year with an appalled fascination. The first truly epic natural disaster to be recorded and beamed into a billion homes in real time produced dreadful images which will be seared into my memory forever.

Most terrible of all, was the black wave, a tide of death which we saw apparently creeping over the landscape like a flood of treacle. Looking more closely, this feature of the tsunami was revealed to be an illusion. The sight of cars pushed this way and that away, doing

U–turns on the highways bisecting this workaday landscape of open fields, scrappy industrial estates and boatyards was the giveaway. These waves were sweeping away everything in their path and sluicing whole villages and towns into the Pacific This was no tide of treacle; it was a wall of destruction travelling at 40 or 50mph.

Hundreds, thousands of people were being killed before my eyes, some in the most horrible way. And on that first day, like all journalists, I began writing about the disaster much as I had written about the 2004 earthquake and tsunamis which had devastated the coasts of the Indian Ocean.

But then something odd happened. When it became clear the waves had struck a nuclear power plant, Fukushima Dai-ichi, 100 or so miles north of Tokyo, it was almost as if the great disaster we had witnessed had been erased from view. Suddenly, all the reports concentrated on the possibility of a reactor meltdown, the overheating fuel rods, and the design flaws in this ancient plant.

I too found the nuclear angle compelling. The forces of nature meet human hubris and the terror of the unchained atom. There was human drama, the whiff of cover-ups, institutional incompetence, heroism (the famous Fukushima 50), and pretty soon an international angle as “deadly clouds of radiation” formed (which turned out to be nothing of the sort).

Soon we journalists became versed in the terminology of nuclear disaster – sieverts and millisieverts, the difference between pressurised and boiling water reactors, the half-lives of various isotopes of caesium and iodine.

It was at this point, at around day three, that I realised that something had gone seriously wrong with the reporting of the biggest natural disaster to hit a major industrialised nation for a century. We had forgotten the real victims, the 20,000-and-counting Japanese people killed, in favour of a nuclear scare story.

Yesterday, together with the rationalist campaign group Sense About Science, I attempted to put the record straight at the annual meeting of the American Association for the Advancement of Science in Vancouver. We argued that not only was the global media’s reaction to the Tohoku earthquake skewed in favour of a nuclear “disaster” that never was, but that this reporting had profound economic and even environmental implications.

For example, weeks after the tsunamis struck, several nations including Germany, Italy and Switzerland announced that they were

re-examining their commitment to civil nuclear power. On March 15, the EU energy commissioner, Günther Oettinger, announced that the imminent meltdown of No4 reactor threatened an “apocalypse”. Six weeks later, the German Chancellor Angela Merkel, a physicist by training who should have known better, announced the complete closure of the German nuclear power programme.

All this happened amid mounting hysteria – and an information void. It wasn’t until several weeks later that the first considered scientific reports emerged from Japan, notably the report by Britain’s nuclear regulator, Mike Weightman, which made it clear that although outdated, riddled with design flaws and struck by geological forces that went way beyond the design brief, the Fukushima plant had survived remarkably intact.

There are bitter ironies in all of this. The panic caused a minor evacuation of Tokyo, which almost certainly resulted in more road deaths than will ever be attributable to radiation leaks. At one point, governments in Europe, including ours, were offering to fly expats home from places where the radiation levels were lower than the natural background count in Aberdeen or Cornwall.

As Wade Allison, emeritus professor of physics at Oxford University, says: “The reporting of Fukushima was guided by the Cold War reflex that matched radiation with fear and mortal danger. Reactors have been destroyed, but the radiation at Fukushima has caused no loss of life and is unlikely to do so, even in the next 50 years. The voices of science and common sense on which the future of mankind depends were drowned out and remain to be heard, even today. The result has been unnecessary suffering and great socio-economic damage.”

Sometimes the media gets it wrong and we all have to hold our hands up here. Twenty thousand-plus people perished in a real disaster, people about whom we in the West have heard very little.

For their part, policymakers should have waited until at least some science was in before cancelling programmes which, in the case of Germany, will lead to some 70 million metric tonnes annually of increased CO2 emissions, because the shortfall will almost certainly be met by coal-fired power. Nobody, to date, has died as a result of radiation leaks at Fukushima Dai-ichi. Zero – a number you will have read even less about than the 20,000 dead. Telegraph

Women and Children of Japan Your Government Hates You: Fukushima

Probably of more interest to those immediately effected by the levels of Radiation in Fukushima Prefecture and the lies and disregard, if not contempt, that the Government of Japan holds for the women and children in the area surrounding Fukushima, this first presentation by Fairewinds is twofold.

Within Arnie Gunderson's normally clear and informative videos, lies a second presentation: Fairewinds introduces additional analysis by Ian Goddard showing that the BEIR VII report underestimates the true cancer rates to young children living near Fukushima Daiichi.

By all means, please don't let me put you off watching the thing, it contains lots of, if not very scary, data. But it is a tad esoteric nonetheless.

The second presentation from Fairewinds (26/12/2011) covers the more generic problems facing TEPCO's problems in Fukushima. Although if you were to listen to TEPCO, things are sorted at the Daiichi plant and there's nowt to worry about. A sentiment parroted by the IAEA, the US, and anyone else with a vested interest in the nuclear industry.

But Gunderson soon dispels, in the first minute or two, that little myth and bit of wishful thinking. Going on to examine other issues surrounding the plant, TEPCO, the IAEA and not least the role of the Japanese Government in the making of some pretty bizarre, if not insane' statements and proposals.

There is thoughtfully however, full transcripts to both videos, that can of course be translated to whichever language, by whatever means.

Today, I would like to introduce a video by Ian Goddard. But before I do that, I want to talk about BEIR. Now that is not the stuff you drink, but it is BEIR and it stands for the Biological Effects of Ionizing Radiation and it is a report from the National Academy of Sciences. What got me thinking about this were two disturbing news stories out of Japan.

The first story comes from NHK, which is the major Japanese radio-television station. The story reports that in Fukushima Prefecture, very very high levels of cesium have been found in male cedar flowers. The tip of the cedar apparently is loaded with cesium. The data indicates that it is about a quarter of a million disintegrations per second in a kilogram of these cedar flowers. That is pretty serious because, of course, in the spring the flowers will bud and that radioactive cesium will go airborne, again. Now what got my attention though was the Japanese response to that. And here is what NHK said: "The agency reports, "This is not a great health hazard as it is only about 10 times what a person would be exposed to from normal background in Tokyo."" Now there are all sorts of assumptions that go into that calculation, but to my mind when you release a quarter of a million disintegrations per second into the air when the flowers burst, that should get public health attention.

The second story is also from Japan and this one from Japan Times, where radioactive grasshoppers have been detected in Fukushima Prefecture. Now the grasshoppers are contaminated to the tune of 4,000 disintegrations per second in a kilogram of grasshoppers. Now why is this important? The Japanese eat radioactive grasshoppers with their beer. Now the story goes on to say this. "The scientists think it is safe to eat the bugs because they are usually in snack sized portions, crunchy soy-marinated locusts, enjoyed with a cold mug of beer." Now, I think drinking beer is fine, but when the bug you are eating has 4,000 disintegrations per second of cesium, that should be a concern to public health officials. more transcript

Well, it is the end of 2011, and I thought I would use this opportunity, not to look back on the disasters at Fukushima, but to look forward into 2012 and try to give you an idea about what may be happening in the next 12 months. The way I see it, there are 3 main areas:

The first is: What is happening on the site?

The second is: the personal exposures to the people in Japan, especially Fukushima Prefecture.

And the third is: Where are they going to put all the radioactive waste?

Well, the first topic is important to talk about today. On Friday, Dec. 16th, the Japanese government declared that Fukushima had achieved what is called a cold shutdown. Specifically, here is what the prime minister said: "A stable condition has been achieved and we can consider the accident itself contained." Now he was not the only one who said similar things. The International Atomic Energy Agency said, "The IAEA welcomes the announcement of the government of Japan, that the unit has achieved cold shutdown." And then interestingly, the next sentence is, "The IAEA receives it's information updates from a variety of official Japanese sources, through the national competent authorities."

And the third thing is the United States State Department. The State Department said, when they heard the announcement, "We in the United States government are very happy to hear the news. We believe the Japanese government has made the right choice toward recovery."

Well, to me this announcement sounds a little bit like George Bush on the deck of the aircraft carrier declaring that the mission has been accomplished. In fact, we all know how that turned out, and I think Fukushima is going down a very similar road. This is a long battle and it is far from being over. more transcript

Science with a Skew: The Nuclear Power Industry After Chernobyl and Fukushima

An excellent and unemotional look at the nuclear industry and it's associated lies, spin and propaganda surrounding the events of Hiroshima and Nagasaki to Chernobyl to Fukushima.

It's a lengthy essay, but none the worse for being so, and is a worthy read. And I say that, not just because this blog gets a mention in dispatches. (ref 44 to this article) But nonetheless it's nice when a post turns up in a serious article.

Science with a Skew: The Nuclear Power Industry After Chernobyl and Fukushima

It is one of the marvels of our time that the nuclear industry managed to resurrect itself from its ruins at the end of the last century, when it crumbled under its costs, inefficiencies, and mega-accidents. Chernobyl released hundreds of times the radioactivity of the Hiroshima and Nagasaki bombs combined, contaminating more than 40% of Europe and the entire Northern Hemisphere.1 But along came the nuclear lobby to breathe new life into the industry, passing off as “clean” this energy source that polluted half the globe. The “fresh look at nuclear”—in the words of a New York Times makeover piece (May 13, 2006)2—paved the way to a “nuclear Renaissance” in the United States that Fukushima has by no means brought to a halt.

That mainstream media have been powerful advocates for nuclear power comes as no surprise. “The media are saturated with a skilled, intensive, and effective advocacy campaign by the nuclear industry, resulting in disinformation” and “wholly counterfactual accounts…widely believed by otherwise sensible people,” states the 2010-2011 World Nuclear Industry Status Report by Worldwatch Institute.3 What is less well understood is the nature of the “evidence” that gives the nuclear industry its mandate, Cold War science which, with its reassurances about low-dose radiation risk, is being used to quiet alarms about Fukushima and to stonewall new evidence that would call a halt to the industry.

Consider these damage control pieces from major media:

• The “miniscule quantities” of radiation in the radioactive plume spreading across the U.S. pose “no health hazard,” assures the Department of Energy (William Broad, “Radiation over U.S. is Harmless, Officials Say,” NYT, March 22, 2011).

• “The risk of cancer is quite low, lower than what the public might expect,” explains Evan Douple, head of the Radiation Effects Research Foundation (RERF), which has studied the A-bomb survivors and found that “at very low doses, the risk was also very low” (Denise Grady, “Radiation is everywhere, but how to rate harm?” NYT, April 5, 2011).

• An NPR story a few days after the Daiichi reactors destabilized quotes this same Evan Douple saying that radiation levels around the plant “should be reassuring. At these levels so far I don’t think a study would be able to measure that there would be any health effects, even in the future.” (“Early radiation data from near plant ease health fears,” Richard Knox and Andrew Prince,” March 18, 2011) The NPR story, like Grady’s piece (above), stresses that the Radiation Effects Research Foundation has had six decades experience studying the health effects of radiation, so it ought to know.

• British journalist George Monbiot, environmentalist turned nuclear advocate, in a much publicized debate with Helen Caldicott on television and in the Guardian, refers to the RERF data as “scientific consensus,” citing, again, their reassurances that low dose radiation incurs low cancer risk.4

Everyone knows that radiation at high dose is harmful, but the Hiroshima studies reassure that risk diminishes as dose diminishes until it becomes negligible. This is a necessary belief if the nuclear industry is to exist, because reactors release radioactive emissions not only in accidents, but in their routine, day-to-day operations and in the waste they produce. If low-dose radiation is not negligible, workers in the industry are at risk, as are people who live in the vicinity of reactors or accidents—as is all life on this planet . The waste produced by reactors does not “dilute and disperse” and disappear, as industry advocates would have us believe, but is blown by the winds, carried by the tides, seeps into earth and groundwater, and makes its way into the food chain and into us, adding to the sum total of cancers and birth defects throughout the world. Its legacy is for longer than civilization has existed; plutonium, with its half life of 24,000 years, is, in human terms, forever.

What is this Radiation Effects Research Foundation, and on what “science” does it base its reassuring claims?

The Atomic Bomb Casualty Commission (ABCC), as it was originally called, began its studies of the survivors five years after the bombings. (It was renamed the Radiation Effects Research Foundation in the mid seventies, to get the “atomic bomb” out, at around the same time the Atomic Energy Commission (AEC) was renamed the Department of Energy (DOE). Japan, which has the distinction of being twice nuked, first as our wartime enemy then in 2011 as our ally and the recipient of our GE reactors, has also been the population most closely studied for radiation-related effects, for the Hiroshima and Nagasaki bombings created a large, ready-made population of radiation-exposed humans. “Ah, but the Americans—they are wonderful,” exclaimed Japan’s radiation expert Tsuzuki Masao, who lamented that he’d had only rabbits to work on: “It has remained for them to conduct the human experiment!”5

The ABCC studied but did not treat radiation effects, and many survivors were reluctant to identify themselves as survivors, having no wish to bare their health problems to US investigators and become mired in bureaucracy and social stigma. But sufficient numbers did voluntarily come forth to make this the largest—and longest—study of radiation-related health effects ever. No medical study has had such resources lavished on it, teams of scientists, state of the art equipment: this was Atomic Energy Commission (AEC) funding. Since it is assumed in epidemiology that the larger the sample, the greater the statistical accuracy, there has been a tendency to accept these data as the gold standard of radiation risk. The Japanese physicians and scientists who’d been on the scene told horrific stories of people who’d seemed unharmed, but then began bleeding from ears, nose, and throat, hair falling out by the handful, bluish spots appearing on the skin, muscles contracting, leaving limbs and hands deformed. When they tried to publish their observations, they were ordered to hand over their reports to US authorities. Throughout the occupation years (1945-52) Japanese medical journals were heavily censored on nuclear matters. In late 1945, US Army surgeons issued a statement that all people expected to die from the radiation effects of the bomb had already died and no further physiological effects due to radiation were expected.6 When Tokyo radio announced that even people who entered the cities after the bombings were dying of mysterious causes and decried the weapons as “illegal” and “inhumane,” American officials dismissed these allegations as Japanese propaganda.7

The issue of radiation poisoning was particularly sensitive, since it carried a taint of banned weaponry, like poison gas. The A-bomb was not “an inhumane weapon,” declared General Leslie Groves, who had headed the Manhattan project.8 The first western scientists allowed in to the devastated cities were under military escort, ordered in by Groves. The first western journalists allowed in were similarly under military escort. Australian journalist Wilfred Burchett, who managed to get in to Hiroshima on his own, got a story out to a British paper, describing people who were dying “mysteriously and horribly” from “an unknown something which I can only describe as the atomic plague… dying at the rate of 100 a day,” General MacArthur ordered him out of Japan; his camera, with film shot in Hiroshima, mysteriously disappeared.9

“No Radioactivity in Hiroshima Ruin,” proclaimed a New York Times headline, Sept 13, 1945. “Survey Rules out Nagasaki Dangers,” stated another headline: “Radioactivity after atomic bomb is only 1000th of that from luminous dial watch,” Oct 7, 1945.10 There were powerful political incentives to downplay radiation risk. As State Department Attorney William H. Taft asserted, the “mistaken impression” that low-level radiation is hazardous has the “potential to be seriously damaging to every aspect of the Department of Defense’s nuclear weapons and nuclear propulsion programs…it could impact the civilian nuclear industry… and it could raise questions regarding the use of radioactive substances in medical diagnosis and treatment.”11 A pamphlet issued by the Atomic Energy Commission in 1953 “insisted that low-level exposure to radiation ‘can be continued indefinitely without any detectable bodily change.’”12 The AEC was paying the salaries of the ABCC scientists and monitoring them “closely—some felt too closely,” writes Susan Lindee in Suffering Made Real, which documents the political pressures that shaped radiation science.13 (Other good sources on the making of this science are Sue Rabbit Roff’s Hotspots, Monica Braw’s The Atomic Bomb Suppressed, and Robert Lifton and Greg Mitchell’s, Hiroshima in America). The New York Times “joined the government in suppressing information on the radiation sickness of survivors” and consistently downplayed or omitted radioactivity from its reportage, as Beverly Ann Deepe Keever demonstrates in The New York Times and the Bomb.14 Keever, a veteran journalist herself, writes that “from the dawn of the atomic-bomb age,…the Times almost single-handedly shaped the news of this epoch and helped birth the acceptance of the most destructive force ever created,” aiding the “Cold War cover-up” in minimizing and denying the health and environmental consequences of the a-bomb and its testing.

The Atomic Bomb Casualty Commission scientists calculated that by 1950, when the commission began its investigations, the death rate from all causes except cancer had returned to “normal” and the cancer deaths were too few to cause alarm.15
